Los Angeles general liability for street-use permits, job sites, and storefronts.
Los Angeles runs its insurance checks through paperwork: Bureau of Engineering permits, Al Fresco dining, and the subcontracts that come with commercial and remodel work. We set up general liability so the certificate lines up with what the permit or contract lists.

Who asks Los Angeles businesses for a certificate
In Los Angeles, the City, general contractors, and commercial landlords each set their own certificate terms. These three come up most often for LA owners.
| Business type | What to check | Why it matters |
|---|---|---|
| Restaurants in the Al Fresco program | City of Los Angeles as additional insured and certificate holder | The program lists $1 million in general liability, and the certificate is uploaded to KwikComply, then refreshed every year. |
| Contractors pulling a BOE encroachment permit | $1 million minimum with a $2 million aggregate, and the BOE permit reference on the certificate | The certificate also has to carry the site address and the reason for the encroachment, or it can be sent back. |
| Retail and office tenants | Landlord named on the policy, plus a waiver of subrogation | Many LA commercial leases set these terms, and the lease, not the City, decides the amounts. |
What a California agency handles for LA owners
KwikComply submissions
For a BOE permit, the certificate is uploaded to KwikComply, and programs like Al Fresco have the agent submit it under their own license. We handle that step and track the Certificate Approval number with you.
Description box filled in
We put the BOE reference, address, and encroachment reason on the certificate so Public Works can match it.
Annual refresh on the calendar
Programs like Al Fresco ask for updated insurance each year, so we track the date alongside your renewal.
General liability questions from Los Angeles owners.
What liability limits does a Los Angeles BOE permit ask for?
For commercial applicants, the Bureau of Engineering permit manual lists a minimum of $1 million in general liability with a $2 million aggregate. The City of Los Angeles is the certificate holder and is named as additional insured, and the certificate shows a 30-day cancellation notice, or 10 days for non-payment.
What is KwikComply, and who uploads the certificate?
KwikComply is the online system Los Angeles uses to review insurance. The insurance broker or agent registers with an individual license and submits the certificate there. Once Risk Management approves it, a Certificate Approval number comes back, and that number goes to the permit staff.
Does a homeowner pulling a permit need commercial general liability?
No. The permit manual treats residential applicants separately: a homeowner shows at least $300,000 of personal liability with the homeowners declaration page, and the City does not need to be an additional insured. Contractors working on that home are a different matter.
How often does Al Fresco dining insurance need updating?
Every year. The Al Fresco requirements ask for updated insurance information annually, and the certificate names the City of Los Angeles and its agencies, boards, and departments as additional insured.
Can my general liability policy name both the City and my general contractor?
Often, yes. Depending on its wording, one endorsement can add every party a written contract obliges you to include, so the City and a general contractor need not be endorsed one by one. The City still wants its own certificate in KwikComply, and the general contractor will ask for a separate one on the project.
